docs: fix grammar and punctuation in Copilot Extension Developer Policy
This PR fixes minor grammar and punctuation issues in the GitHub Copilot Extension Developer Policy.
- Corrected "we means" → "we mean" (typo) in the Personal Data definition.
- Removed an extraneous word ("within") that broke sentence flow in Section 1.

They only accept typo fixes, so removing "within" isn't going to be approved. The other two changes are typos, though, and will probably receive approval.
