Add a note for webrick under "Testing your GitHub Pages site locally with Jekyll"

Closes #20562

What's being changed (if available, include any code snippets, screenshots, or gifs):

1. Add a note for the users to add webrick in their Gemfile if they are using Ruby 3.0 or later to test their GitHub pages site locally with Jekyll.
2. Also, removed the old note which is saying the same thing but not very clearly.
