jellyfin 低码率音乐转码问题

Steps to reproduce(重现步骤)

Jellyfin 10.10.7 音流 1.3.6 当前开启转码后，低码率音乐也会转换成设置的高码率。这种转换是没意义的，还造成空间浪费。

参考之前的问题https://github.com/gitbobobo/StreamMusic/issues/474. 向Jellyfin反馈. Jellyfin建议修改API使用方式. Jellyfin客户端应该使用profile声明自己的能力，server端会自动判断是否需要转码. 比如音流配置转码时，能力为320KB MP3文件, 256K AAC文件. 当遇到FLAC时，服务端会自动转码. 当遇到256K MP3时因为能力范围内，就不会转码.

It is not “ so the client doesn't need to adapt individually”, it is the client needs to use our api correctly. If the client is using the api in an unintended way, it will get unintended results.

低码率音乐直接播放，不会转成高码率再播放

128K MP3文件，会转码成256K MP3文件.
