Gutter colour error

hello This is what I see on Windows7x32 and ImageMagick-7.0.3-0-Q8-x86-dll. I'm using Sublime Text3 Build 3114

2016-09-18_135634 I have tried many different ways as others said on the internet including http://wesbos.com/css-gutter-color-sublime-text/ ,but it still doesn' t work . Any idea what's up?
