offline voices not showing
after installation, the tester only found online voices (which after sometime they crash), i tried to move the installer and only install the offline voices but then running the tester only showed zira and david (mark nowhere to be found)
Also narrator shows every voice twice none of them (excluding Zira and David) working

mark nowhere to be found
This is normal. The TtsApplication supports only SAPI 5 voices. The built-in voices with names containing "Desktop" are SAPI 5 voices, others are not, so Microsoft Mark is a built-in voice without a SAPI 5 version.
As far as I know, there are two tools that allow One core (mobile) voices to be used for the Sapi 5, but they do not work. The first is this archive (previously was also available on the several sites) with registry files that need to be added by clicking on the "Merge" from the context menu, but the voices simply do not appear, ie. can't speak and some notice of the errors is to test them will be shown. The second is open source SAPI Unifier that @mahmood-taghavi has not updated for some time, but at least I cannot install it, although all the voices that should be installed are shown. If there is no other solution, something can be implemented from this other, if it possible.
