Flatpak history does not work

Summary

When trying to use flatpak history it returns nothing.

Tested this on several Solus systems, both stable and unstable all failing to return the expected data.

I also loaded up a few distros in a VM, like Fedora, Mint, and EndeavourOS with Flatpak and all returned the expected results.

This is useful in a similar way as eopkg history for tracking issues.

Steps to reproduce

  1. Make sure you have at least one flatpak installed.
  2. Run flatpak history in the terminal.

Other comments

The current version of Flatpak is 1.16.0 on Solus versus the latest 1.16.1 which distros like Fedora are in the examples above. I do not believe that is the reason, but wanted to mention it. While 1.16.1 has a lot of bugfixes, I do not see anything about history in the release notes for it.

it should work with sudo, it appears to be an issue with permissions on /var/log/journal/

This is the issue

journalctl --system --no-pager

We wish to transition the default admin group to wheel from sudo per #299, also blocked on #4035
