Investigate how to improve usage tracking of Sentry CLI

Let's investigate how we could gather more metrics on how Sentry CLI is being used (which commands folks use, what versions are most common, etc). Perhaps this could be done via setting the user agent in Sentry CLI, if we don't already do this.
