WIP: feat: Send all requests to region URL when using org auth token

We can only merge this once we have verified that all endpoints that the CLI calls are also available on the region. Right now, the /api/0/ endpoint called by sentry-cli info is only available on the control silo; there may be other endpoints we use which are also only available on the control silo.
