Support embedded render link hook

Problem or enhancement idea

Hinode provides the link shortcode to simplify links to internal and external pages. It includes an option to open external links in a new tab. However, this feature is not available for regular markdown links.

Proposed solution

Since v0.123.0, Hugo offers a new embedded render link hook. Using this hook would ensure both managed links and regular markdown links would be configurable in the same way (e.g. adding an external link icon, opening in a new tab).
