manual suggestions trigger not working while automatic suggestions do

looks like a bug:

• ctrl+k l succesfully invokes inline chat and it works
• ctrl+k i is bound to inline suggestion and does nothing. But if i assign amazon Q suggestions to the same binding, it works.
