Explain why IDs/tag names are discouraged

I think this would be a valuable addition to the FAQ :)

For some reason the link from "Naming" to FAQ is not yet working. It shows a blank page. When you then reload the proper FAQ section is displayed. Since I'm unfamiliar with the setup I'd hoped I've missed something obvious and the maintainers could help me out.

I marked it WIP as I wasn't sure at the time if my interpretation was correct, so I wanted to prevent it from being merged w/o proper review :) I'll remove the WIP prefix.
