设置setOutsideTouchable 无效 设置为true 返回键可以起作用 但是窗口不能关闭 此时点击区域外 是无效的

框架是基于 WindowManager 做的封装，目前 WindowManager 并不支持这个功能，建议你使用 Dialog 或者 PopupWindow 来实现。
