Add a layer on TOC issue
Description
The layer was added twice on TOC.
How to reproduce
- Open a map
- Open the Catalog
- Select a layer and add it the TOC
- Open the TOC
Current Result
The layer appears twice on the TOC

Other useful information
It seems a regression introduced after #8457. The tool works well in QA.
