Add Benoît Allard gnu-efi 3.0.6 / cross fixes

Also update the submodule to 3.0.6

I've merged everything up to updating gnu-efi. I'm talking with HPA about doing a back-to-back -pre build just because the existing one is so far behind.

Nice, probably wise to do a -pre first to see that all is working first I have trouble here with EFI, but it is the same problem as before upgrade:
