Exit/Retire/Remove Users

This feature would aim to improve data consistancy in Disco.

[ ] Discover users no longer found in Active Directory
[ ] Export for archival purposes all user data (Device Assignments/Jobs/Attachments)
[ ] Remove user from database
[x] Rename/Merge user (when username is changed within AD)

The User Maintenance plugin performs much of these actions. The archiving and deletion of data is something we've chosen to avoid for now.
