User Tags on User Import/Creation - ideally workflow support

Having the ability to have a workflow for users based upon criteria to automate onboarding tasks would be helpful. However, having the REST API would allow us to script this externally.

We have the scenario where a new student enrols in the school and is in Year 10; we need to send them this specific document template (AUP) or Package for them to complete. If we can have these users have the no-AUP flag set on import and then automatically workflow the sending of the AUP based upon they are Y10, a Student and it after their start date, for example, it would make many of the ones that slip through the cracks automatically fill the paperwork and thus allow them access.

Further to this if automation, something calculable like Start Date - 7 Days so we can send out the paperwork 7 days before they start would be good. This should be independent of the document templates/packages but allow for their use so we can run multiple scenarios
