Ability to merge two accounts

Is your feature request related to a workflow problem? Please describe.

As a user I would like to be able to merge two accounts that I may have created either by accident or on purpose.

Describe the solution you'd like

A user that already has an account creates a second account does not have access to other information that he has previously created in the first account. I would like to be able to merge CoValue permissions from one account to another account so that users who may have two accounts associated in an app are able to merge the CoValue information into a single account.

Acceptance criteria

Two accounts created with each having a distinct read key and access to different CoValues are provided with a way to merge the two accounts so that a single account has access to all CoValues from both accounts with the same access permissions for each CoValue.
