Preparing for GAP 4.14.0

In general issues and PRs I'd like to get into this release are tracked on the 4.14.0 milestone.

Packages updates I'd love to see (but we can do without)

  • [x] New CaratInterface release with https://github.com/gap-packages/CaratInterface/pull/35 merged (DONE, thanks @gaehler)
  • [x] New Semigroups release (DONE, thanks @james-d-mitchell)
  • [ ] New HAP release
  • [x] New recog release (DONE)
  • [x] New anupq release
  • [ ] Submit ClassicalMaximals package (after finishing it up enough...)
  • ...

Other things

  • [ ] some GAP kernel changes to help address https://github.com/oscar-system/GAP.jl/issues/1013 ?

The rough aim for 4.14.0 is around 1 November, with at least one preview release before, so that distro packagers can test and we can fix any issues they may uncover.

I merged the PR and made a release of CaratInterface, but I don't know how to disable the failing test versus GAP 4.11...

@grahamknockillaree a new HAP release including https://github.com/gap-packages/hap/pull/124 would also be nice. But it's not super urgent

Done! hap-1.66 is now uploaded to github
