Add CreateSequenceDictionary to Picard Tools

The biologists on my team need CreateSequenceDictionary for their workflow. This is a part of Picard Tools outside of Galaxy, but is not present in the Toolshed version. We've looked at the various tools suggested by Nicola as alternatives, but they are not appropriate for the workflow. Would it be possible, please, to add CreateSequenceDictionary to Picard Tools?
