Improve feature versioning and runtime / chainspec configuration

For the sake of improving our collaboration between the runtime and the client side team, i propose the following process / configuration separation.

Concerning runtime features / configuration:

• production (what is currenclty deployed on the mainnet)
• staging (what is to-be deployed on the mainnet)
• staging-dev (what is to-be deployed, but with shorted times and limtis or wtvr for local dev)
• testing (what you have now as testing runtime, no call filters or other limitations)
