Bump minimum Swift to 5.9

This bumps the minimum Swift version to 5.9, which would let us use macros (e.g. compile-time-checked URL constants).

Marked as a draft for now to see if we are still blocked on https://github.com/apple/swift-sdk-generator/issues/12#issuecomment-1777670789.
