Windows Arm64 support

The Dart SDK supports the Arm64 version of Windows 11, and GitHub Actions allow the usage of the windows-11-arm OS tag, so would it be possible to add as a target? The other two OS types, Linux and macOS, both have Arm64 or a combined library available.

I don't see why this would be an issue.

I don't have an arm64 version of Windows available to test though. Would you be up for attempting it and raising a PR?
