[Data-Plane-Manager] The arrangement order of the internal repeated fields in the DPM output protobuff (GoalState)

Issue Description: The output protobuff generated by DPM does not have a fixed order for the internal repeated fields. For example, the order of multiple port_entity in PortState is now random.

Discussion: DPM needs to ensure that the order of fields is repeated internally when generating output.

Suggestion: We assume that the last digit of id is a number, and the last digit of ip is also a number. For SubnetState, arranged in descending order of the last digit of id. For PortState, arranged in descending order according to the last digit of id. For NeighborState, arranged in descending order according to the last digit of ip_address in fixed_ips. For SecurityGroupState, arranged in descending order according to the last digit of id. For DHCPState, arranged in descending order of the last digit of ip in DHCP.DHCPConfiguration. For RouterState, arranged in descending order according to the last digit of id.
