Add support to latest CPLEX versions

Hello,

I would like to give a try to this framework, however, the latest CPLEX version supported by FLIPS seems to be 12.8 !

Although Optano has a long list of other supported solvers...

...my focus is in having the versions 12.10 and 20.1.0 of CPLEX supported (and any other newer CPLEX versions).

Can you add these versions to FLIPS supported versions ? If it's not too much trouble, it would be nice also to keep a choice of older solver versions to be able to test, benchmark and/or revert to.
