Redesign document generated by the proposal machine

Currently the prawnpdf gem is used to generate a PDF using the information provided by the user via the input fields. However, we would like redesign this PDF document using LaTeX to have the same styling as the other official guild documents. The gem rails-latex looks like something we could use instead.
