Remove references to text casing

Upper case, lower case and case sensitivity are very locale specific concepts. Some languages interpret these concepts differently, while others don't have them at all.

All references to text casing in the specs should be removed (unless there's text that specifically MUST be written in English).

@akariv for languages that don't have these at all do we need to worry? Given that I'd anticipate a good majority of usage being in English due to the nature of the coding/data world, the clarity that having stuff as lower case is useful.

Also can you clarify where you think this should be removed e.g. i imagine package and resource names amongst others.

The reason for lower case was to remove issues around having e.g. two resources whose names only different in casing which could be very confusing. I'm not quite sure of what issues there are with requiring lower casing as I don't know languages well enough to know where this is a problem. If a language does not have lower/upper case distinction my sense is that is fine - there is only one case there ...

I suggest at this point we move to consideration for v1.1 unless any strong immediate comments o/w.
