Governance Process for Specs

We want some information on specs site explaining how and when they get updated so that people using them understand that.

Acceptance

Covering things like

  • [ ] Who "controls" the spec
  • [ ] How do you provide input
  • [ ] Release cadence
  • [ ] Versioning specs

Submitting specs as an RFC!

Outline of governance (in progress)

  • Managing editors own the spec
    • They decide what goes in or not …
  • If editor goes dormant can be replaced by stewards
