pkg option synopses in man pages are probably very incomplete

The man page for pkg-upgrade summarizes 4 short options, 13 long options, and actually has 14 options implemented and documented individually.

I discovered this when I found pkg upgrade --vulnerable in the source, and wondered why I'd not known about it before. pkg-check's man page summarizes 4 options at the top of the page for both short and long form, but actually has 13 different options, which are documented individually in the man page. I haven't fully examined the man pages vs. actual source, but if two different man pages are this bad, that suggests a complete review and cleanup would be a good idea.
