feat: Manage Model Groups

Model Groups provides a visual modal interface that allows users to:

•	Create / Edit / Delete model groups, with each group able to specify both a chat model reference and a utility model reference.
•	Manage the model pool: add individual model entries into the pool (including provider, name, and optional api_base) for groups to reference.
