CORDIC: Fixed point value of 1.5

This is obviously a minor nitpick, but shouldn't 1.5 in 32-bit fixed point representation be 0x00018000 = 98304 instead of 98303? A quick check confirms that 98304 / (1 << 16) is exactly 1.5.
