Add Eulerian Video Magnification

It would be nice to include Eulerian Video Magnification in MGT. It is implemented in the Matlab version, and is quite useful for videos with only very subtle motion.

I have started testing the Eulerian Video Magnification function on different videos but the actual code need some improvements as it doesn't accept all video formats and needs a massive amount of memory in order to work.
