Add command line function to utilize native Foundry backups

Feature Request

As a developer it would be useful to be able to use Foundry's brand new native backup capabilities through the CLI, extending its functionality similar to more general utility - similar to how the CLI includes fvtt launch with some arguments to make controlled instances of the service.

+1 to that, and to add to that, having backup/restore in the cli would make automated backups and transfers between servers much easier.
