Add workflow_dispatch to deploy action to deploy on request

As per the title, let's add workflow_dispatch (back) to the deploy action, so that deploys can happen when external resources may have changed - both on PRs and on the main branch. Can do that myself when I get to it, but wanted to note it here - and anyone else is welcome to do so earlier, obv.
