forge feat: implement floating window rules dialog

Is your feature request related to a problem? Please describe. It would be nice to have a setting to allow some windows ti'skways float instead of a shortcut to toggle in or out the feature on a specific window in use

Hey @Neo-29 - there is a windows.json file where the Ctrl + Shift + C stores the floating windows information. https://github.com/forge-ext/forge#forge-override-paths Update: It looks like it is broken and not reading from the $HOME/.config/forge/config/windows.json. Will fix in the future

A menu allowing to choose the apps like popshell would be better to me

I will. Settings seems to be broken in popshell since 2 days Can't access them.

As soon as it's fixed I'll post a screenshot.
