feat: disable floating focus hint when forge is "toggled" off.

Is your feature request related to a problem? Please describe. Even when forge is not active, the "focus hint" for floated window persist and occasionally obstruct other open windows by overlapping them.

Describe the solution you'd like Only show floating focus hint when forge is "toggled" on and floating "explicit".

Describe alternatives you've considered None, but forge being available in quick settings is awesome. :love_you_gesture:

Hi @wroyca - a setting toggle on each focus border can be implemented. Would that work for you?
