Allow users to create and manage environments such as Sandbox and Scratch orgs from DevOps Center

Scratch orgs should be higher priority, in my opinion.

We have a mix of BAs, junior devs, and senior devs / TAs on my team, our scratch org creation process is rather difficult.

It would be great if DOC had an automated scratch org creation process, where as soon as I create a Work Item in DOC, it generates a scratch org for me.

It should handle long-running requests as well, in case packages need to be installed or pre-installation steps need to be performed.

Bonus points as well if you can utilize "org shapes" when creating the scratch orgs.
