[Bug] DeveloperName disregarded when Label also present in file.

Description

When uploading a CSV that contains both Label and DeveloperName, if Label is first in the file, DeveloperName is disregarded and the tool tries to populate it from Label.

Wanted Behavior

Tool should see DeveloperName and use that as the Upsert Id.
