Cannot grant usage access on Android 15 (Grapheneos)

Hello,

When trying to grant usage access, the option to permit usage access is grayed out. Android settings says it is "controlled by restricted setting."

this is probably intentional by the graphene devs, because this perm is really easy to abuse
