Upgrade flutter, library versions, and include `minCacheExtent` property

In this pull request:

  • Upgraded flutter version so 3.1.0 can be supported
  • Upgraded the version for scrollable_positioned_list
  • Upgraded the packages inside examples
  • Added the minCacheExtent property as sometime it require to pass
