Prep. libcxx and libcxxabi for move to //flutter/third_party.

This will be accompanied by an engine patch that moves the deps.

A couple of formatting changes snuck in here but thats because the usual presubs that check for formatting don't run on buildroot rules. Soon...

I think I landed a patch once in the engine that referred to a patch in my branch. So a bit weary. But will make sure to check this time. Hopefully, that failure mode is short lived now that the buildroots days are numbered.

The CI recipe change to not follow the symlink has landed and I am unblocked.
