WIP: fluentd metrics

What this PR does / why we need it: Adds a flag to the Fluentd CRD to turn on fluentd Prometheus metrics.

@erhudy @benjaminhuo Hi - what can we do to push this over the finish line? I'm happy to open a PR to add the fluentd-plugin-prometheus plugin to the kubesphere fluentd images.
