bug: DaemonSet fails to deploy on the initial attempt. Multiple installation attempts are required

Describe the issue

During deployment of the Fluent Operator Helm chart, the DaemonSet fails to deploy on the initial attempt. Multiple installation attempts are required before the DaemonSet pods successfully run on the cluster. Could you please provide any known issues or solutions related to this behavior

To Reproduce

fluent operator v3.2.0

Kubernetes v1.28.6

Expected behavior

Deploy the Fluent Operator Helm charts, and the DaemonSet pods will be up and running.

- Fluent Operator version: v3.2.0
- Container Runtime: containerd://1.7.11
- Operating system:  Ubuntu 22.04.5 LTS
- Kernel version:5.15.0-138-generic

How did you install fluent operator?

install fluent operator using helm chart (https://github.com/fluent/fluent-operator/archive/refs/tags/v3.2.0.tar.gz)

@onap4105 Have you tried the most recent Helm chart? What specific errors are you seeing?
