Publish `sdk/go` as its own module

The package needs a bit of love (unit tests, comments etc.).

Once it is tidied up, we should tag a version of it for external use. It would be nice to potentially move the Flipt controller into the Flipt codebase. (doing so would be better served though if we also solved #33)
