Rafael Micro R820T tuner works with dump1090-fa but with dump978-fa, it throws an error: [R82XX] PLL not locked!

I am using a Rafael Micro R820T tuner with a Raspberry Pi 4. Everything works with dump1090-fa, but if I try to run dump978-fa, I get the following output:
