Handbook - Turnaround time for deck revisions

Goal

Document our internal policy for ≤1 week turnaround time for deck revisions.

Add a new row to the content types table for Decks.
To publish = Instant. These Decks are typically created by Sales, so I don't want reviews from Digital Experience to be a blocker for them.
To revise = Feedback
Timeframe = 3 days
