UI Improvement: Remove steps to configure software inventory for those without access to configure
Fleet version: (head to the "My account" page in the Fleet UI or run fleetctl --version)
Operating system: (e.g. macOS 11.2.3)
Web browser: (e.g. Chrome 88.0.4324)
🧑💻 Expected behavior
If I cannot configure software inventory, I shouldn't be prompted with a link how to configure software inventory.
💥 Actual behavior
All RBAC (global/team, admin/maintainer/observer) all see the following message to configure software inventory, even if they don't have access to enable/disable software inventory.

@RachelElysia thanks for catching this! This issue is prioritized. I added this issue to the Roadmap board for mocks.
