VPP App Install Failure

💥 Actual behavior
customer-numa reports that VPP installations intermittently fail with error code 9610.

- Add VPP app to team
- Attempt to install on host
- Observe error

This issue was initially raised by @allenhouchins in January (issue here), and customer-numa requested that we reopen as they have been intermittently experiencing the same issue.
The failure description for this specific code is not super helpful, however https://developer.apple.com/documentation/devicemanagement/interpreting-error-codes Error 9610 is "License not found"
@mason-buettner can you please confirm the following with the customer:
- The VPP token is only being used in one MDM instance (not, for example, in Jamf and FleetDM, or in separate FleetDM Prod and FleetDM Sandbox environments)
- From ABM, the number of In Use and the number of Available licenses for the app at the time the error is received
- If there are specific apps it's happening most frequently for
- If, once the error is received, attempting to install from the Host details >> Software >> Actions dropdown is successful. (for the last one, I'm not suggesting that's a workaround, I'm trying to determine if the error persists when trying to reinstall or if the install is successful after)
Any additional details about the specific apps, or type of host the apps are being installed on would be useful. Thank you!
@jmwatts we were able to get the issue resolved by removing the VPP token from another MDM solution (that was not being used to issue VPP apps), and setting a Fleet-specific ABM location to isolate the token.
