Website request: Maintain blue color of links regardless of text formatting

As a user searching the handbook,
I want to clearly see links regardless of text formatting,
so that I can better navigate the handbook.

For help creating a user story, see "Writing a good user story" in the website handbook.

How?

• [ ] Change the CSS of the handbook to still make links blue regardless of wether the text is bold or not. OR
• [ ] Document a best practice of not bolding links. Probably on the communications page.
