Padding issue when 10 or fewer policies in "Other workflows" automations modal

💥  Actual behavior

Padding around text under policies list is squished for 10 or fewer policies:

For comparison, 11 or more policies:

1. On a team with 10 or fewer policies added go to Policies >> Manage Automations >> Other workflows

🕯️ Expected behavior

Padding is consistent regardless of whether or not there's pagination

QA Notes Tested per files changed in #27841. Padding is no longer squished for 10 or fewer policies in the list.
