Update enable/disable VPP activities to include location name

Ideally all changes have activities that modify a config in any way. I would go with replicate what we already have for ABM VPP but change the copy to reflect new changes. ie: if there is an activity "Anna added a VPP token" change it to "Anna added a VPP token for " (there has to be an identifier so the end user knows which one this is for) (edited)

I think we don't have an activity for ABM currently. It makes sense to me to update enabled_vpp & disabled_vpp that we already have (add location under details) and we file follow up story to tackle ABM and possibly if we want to track when user change VPP teams and ABM teams.
